@FlipzSenapi What is your current patch level? You can see it in-game at the Main Menu, in the lower-right area. I ask because the most recent Windows error in your dxdiag lists patch 1.86, and the current version (as of yesterday) is 1.88.
Is there any pattern to the stutter, for example when you're playing on a certain lot, or it's a certain time in-game, or you or your sims are doing anything specific? Do you play any other games, and if so, how do they run? It's fine if you don't; I'm just curious.
Your graphics card should be able to run Sims 4 at higher than 110 fps, at least in a new save, so if you don't have any other games to compare, please start a new save in a new user folder as a baseline. Move your entire Sims 4 folder out of Documents\Electronic Arts and onto your desktop, and the game will spawn a clean folder with no content. Don't add anything to it yet; just start a new save, specifically in one of the base game worlds, and see how it runs both in terms of fps and stutter. When you're done testing, you can trash the new Sims 4 folder and put the old one back.
@roberta591 The monitor itself is running at 144 Hz. While it's technically an overclock, there's no reason to think that this would cause fps drops and also no reason to lower the refresh rate. The GPU is capable of hitting 144 fps in Sims 4 anyway.
