I tested this on my Sim and while the leash gets a bit long and has the tendency to go underground, the dog did go with my vampire. My vampire took pauses for the dog to catch up.
Does the dog not move for you at all ?
Also which hood did you test this in ?

I can't replicate with the leash again. have to chuck it up as a onetime thing went goofy
