Terrace in Evergreen Harbor

I recently noticed that in the Residence with the two appartments near the Conifer Station, in the left hand apartment, there is a terrace that come with the apartment, yet you cannot place any furniture on it. 

It's strange, given that the terrace is well-connected to the apartment ; you can step out onto it, but that's about it.
