The EA app is saying that my Sims 4 game is already running but it is not

The EA app keeps saying that my game is already running but it is not. I looked in the task manager and the game is not running. Used another video for the same problem with origin and shared my files incase it was a firewall issue. I deleted sims 4 reinstalled. deleted the EA app and reinstalled. Took out all mods and tried and still the same annoying problem. Any idea of a fix? Thanks
