I'm having a similar problem however, the same solution is not working, my sims 4 folder seems to be missing, I have no mods, or addons/expansions, and just downloaded the game for the first time, the only thing special about it is that it is the digital deluxe edition I'm currently retrying with a safe download, and am awaiting to see the results
The folder gets created when you start the game for the first time. Very odd that you get the message before even having the game started once.
Try repairing your installation through Origin
got the problem fixed, it was an issue with my hardware, for some reason the drive location i tried to install it in became errored, and unusable, i switched everything to a new location on the same drive and it worked no problem
So there are other causes to this.
