Once the mods and cc were out did you try the 'repair game'? If so, could you post your Computer's DxDiag? To get your DxDiag on from the computer, follow the steps here: https://help.ea.com/en-us/help/pc/how-to-gather-dxdiag-information/
You can then attach the txt file to your next post
Additionally, you can check these for minimum requirements for the Sims 4, Cats and Dogs pack for example have upped that quite a bit:
The Cats and Dogs pack was quite a large expansion, and proved to be an issue for quite a lot of people, I'll give you 2 links that may help you with the requirements for the game to run well.

Nope, not yet after repair game simply try to start the game and see if it still lags..

yea... its loading for 30 mins ...and its not responding ! Should i wait more or close the sims ?

Nope, @StefiMihai I'd force close it via the task manager (I usually don't wait more than 2 / 3 mins tbh) I'll tag both @jpkarlsen and @CMeki as it's very late / early here, and I need to sleep took a quick look at your specs and not 100 % sure, have my ideas, but am off to sleep and would not want to steer you wrongly.
