It sounds like you are talking about the EA App. After it has shown the popup click Library and then click on the Sims 4 to start the game.
If this is not what you meant please post a screenshot of what you see.
This what I'm seeing. If I don't click out using the x, the add disappears but the game menu stays grayed out and I'm unable to play the game without forcing a stop. I see this with and without mods as well.

@Twiglt Does this happen if you play in windowed mode as well? You can edit Options.ini, in Documents > Electronic Arts > The Sims 4, to set fullscreen to 0 (zero) if you can't access the option in-game.
@wpt2634ckgkp Are you still seeing this issue? If so, does windowed mode help you?

@Skyra_03 As a test, please try playing in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop, and when you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just let me know whether you can get far enough to start a new save and play in live mode for a bit.
If that doesn't help, please run a dxdiag and attach it to a post.
