Open your Origin game library, click on the Sims 4 icon, select More > Game Packs, and scroll to where RoM is listed. What does it say? (Buy Now, Download, etc.) If it says something other than Download or Buy Now, you may be able to force Origin to download the pack automatically. Hover over your username and select Application Settings. Under Application (the first header), scroll to Client update and turn on automatic game updates, then exit Origin. (If updates are already on, turn them off, exit, turn them on, and exit again.) When you open Origin again, the pack may start to download automatically.
If you're asked to buy RoM again, you'll need to contact EA customer support to check on the status of your order. Glitches happen, and sometimes purchases get held up.
I also have the same problem with downloading RoM, I took your advise and tried it, but unfortunately nothing has happened. I still have the same problem. I just wanted to say thank you for your advise and you have been the only remedy I've come across since yesterday. Thank you :D
