l0r3am1 Thanks for the dxdiag, but it doesn't show any particular reason why this error would be occuring. Do you use a third-party antivirus? If so, please disable it, temporarily of course, clear the EA App's cache (again, if you have already):
https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/
and repair the game, again if you have already. If this helps, you can reenable the AV and set exceptions for TS4_x64 and TS4_Launcher_x64, or the Bin folder they're in, plus EADesktop.exe.
If that doesn't help, please do a clean uninstall and reinstall of Sims 4 and the EA App using Revo Uninstaller (the free version is fine), and reinstall the game into a new folder on the drive where it's not currently installed. More detailed instructions are here:
[CURRENT ISSUE] Sims 4 DLC shows as installed, won't load in-game | EA Forums - 11831673
Since anchors aren't working on this site at the moment, ctrl-F and search for revo to jump to the relevant section.
If you do use a third-party antivirus, I'd suggest disabling it while reinstalling the EA App and Sims 4 and not reenabling it until you've tested the game once. As long as you don't do anything else at the same time, your computer should be safe.
