Since your computer doesn't fulfill the minimum requirements (graphics chips need at least 128 MB of dedicated memory), there's probably not much you can do with this computer. Did you also try to search for generic graphics drivers ? I'm a bit unsure where you would need to look. I'll see if someone else can help you with that.
Do you have your graphics settings all the way to low ?
I really can't afford to get a pc or laptop that will meet the requirements though I just spent all of my money on the sims 4 base game I need to fix it on my laptop? I did just about manage to find the laptop mode toggle in the game behind all the lines and managed to change that but it made no difference. I have no idea what my graphics settings are or how to change them or what generic graphics drivers are so probably not. I'm really not a techy person so you might have to explain everything to me in really basic terms.

Click on the three dots in the upper right corner (while game is running). Choose tab graphics and check what settings you have there.

I just changed my settings to low but I still have the same problem.

Not sure if there's much you can do.
Try these drivers: https://downloadcenter.intel.com/download/22521/Intel-Graphics-Media-Accelerator-Driver-Windows-7-64-Windows-Vista-64-exe-
They are a bit newer then yours.
