With toddlers it could be that more than one older Sim is trying to interact with them at the same time.
Nice that they check on and take care of toddlers but it just makes everyone stop.
From what you wrote that might be part of it but it should not ruin the whole save.
You mention CC and it is good that you deleted the old and re-downloaded fresh copies.
Did you try to play without the CC or any mods before ading them back?
Testing on a vanilla (no mods/cc) folder is the best way to investigate causes of issues.
Along with removing (not disabling) mods / cc the localthumbcache.package needs to be deleted.
Except for extreme cases there is no need to reinstall The Sims. You can instead use the repair option by right clicking on the game in Origin launcher.
Here is what I recommend.
Go to Documents\Electronic Arts\The Sims 4
Rename The Sims 4 to The Sims 4.old to preserve your saves, tray, screenshots and mods folders/files.
Run Repair from Origin as described above.
Start the game without adding anything back as a test.
The game will automatically create fresh versions of all the folders/files.
If the game works correctly you will need to test your mods /custom content (CC) to see which they are causing the problem.
When adding/testing/deleting mods and/or cc it is important to delete the localthumbcache.package and any other cache files.
Using the 50/50 method is suggested to speed up the process.
