If someone experiences this, at least for me it doesn't affect teens, so if nothing else, aging a chid to teen "fixes" it.
Somewhere between 9.10 and 17.10. one of my households bugged the same way. I bought the Vampire pack (I only have the base game, bonus content, the free holiday-thingy and now this one) , and turned a girl from another household into a vampire. She and all the other vampires I've created (both cas and in game) are bugged so you can't change their facial details etc. when using a mirror. So I used the cas.fulleditmode to change her appearance and then moved her to my main household. I had at least one toddler, and either another one or a child (I don't remember whether I aged him up before moving the vampire in, though he was a toddler when I bought the game pack).
Somewhere along the way my main household got bugged, so freckles didn't work for my existing child, and neither did they work for a third child born after moving the vampire in. I noticed this today, and screwed around for hours, trying to fix it or reproduce it. If I go to a save before the third child was born (I saved just before giving birth to her), freckles will work as they should for her, though the other children remain bugged. Trying for a fourth child and giving them birth seemed to fix the issue for all the children, but when I tried it again (and had grown the bugged toddlers to children), it worked for the first two, but not for the third child. Also, I checked just before birth, and the first two children had already been fixed, so I guess they just got fixed by themselves in the days of pregnancy? I just let them do whatever they wanted and waited, so it had nothing to do with what I did. Though that doesn't explain why the third child remained bugged. Also, if I go back to the save before having a fourth child, all the three children are still bugged.
The bug exists only in my main household, and only affects children and toddlers. Changing the bugged children's appearance using the mirror, household management or cas.fulleditmode doesn't work. Moving the bugged children to a different household doesn't work. Aging a toddler to a child doesn't work. Any new child made, either in game or cas, in the same household or any other, will not be bugged. Removing mods completely doesn't affect the bugged out children, and neither did having them or not having them affect any new children. I did remove the mods as one of first things, so unless that fixed something even after putting the mods back, I have no idea what's going on. The earliest that I can go back in my saves is before any vampire stuff where everything still works, and the next one is with the two first kids and like I said, both of them are already bugged.
