There was an issue with things getting stuck to Toddlers hands causing issues like this. Try to reset the toddler.
Open the cheat window by pressing CTRL + Shift + C.
Type resetSim Firstname Lastname and click Enter.
Make sure you enter the actual name of the Sim you want to reset.
You can also just travel or edit in CAS.
I have done those. Nothing has changed. I traveled when I changed lots and I have repeated debugged everything involved, both ways (testingcheats on and resetSIm). Nothing has worked. I'll clarify that I used both in the original post. I would age them up in CAS but (from experience) I don't get the aging bonus from maxing their toddlers skills from that. I really don't want to waste that work :/ But thank you for the reply and the attempt!
Are the Toddler far from the cake? There might be a routing issue. Pick up the toddler and walk close to the cake then try the help blow out candles interaction.
I ended up just trying various lots and two hours later of attempting and still troubleshooting (repeating the steps people have told me and the things I had already done) I finally got my toddlers aged up in a restaurant. I have no idea what finally worked though. It was just a process of do everything, rinse and repeat on a new lot.
