Toddlers Cannot Be Aged Up

What expansions, game packs, and stuff packs do you have installed? All of them except for the free guitar
Steps: How can we find the bug ourselves? Try to age up a toddler with a birthday cake
What happens when the bug occurs? The adults pick the toddler up and then instantly set them back down
What do you expect to see? Them taking the toddlers to the birthday cake and the toddler blowing out the candles and then aging up
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. The July 2019 patch, the one that added items, CAS stories and changed the artwork
So I'm having trouble aging up my toddlers. The adults keep picking them up and instantly setting them back down again. This is the first game I've played since the July 2019 patch (adding items and CAS stories) and this happens to all my toddlers. So far this is the only problem I have had with them, besides the mother one time not reading a bed time story. Relaunching the game fixed that issue. I have:
-removed mods and cc
-repaired game
-reset sims 4 folder
-changed the surface the birthday cake was on
-had different adults attempt to help blow out candles
-had the toddlers ask to help blow out candles
-bought new counters and tables (without MOO)
-deleted chairs from around the table
-placed a counter in the middle of the room with nothing around it and put the cake on that
-changed lots entirely
-changed who made the cake
-changed the type of cake
-debugged everyone involved multiple times, including the cake (whose candles were on but tried it anyway. Also have attempted to use both resetSim and the testing cheats debug option)
-turned aging off
-turned aging back on
Do you have any Glutton (trait) sims in your household?
I have noticed when I make a cake to age up anyone (toddler or otherwise) anyone in the household or at a birthday party as soon as a cake is baked and freshly pulled out of the oven gluttons will automatically que up to take a piece BEFORE you even have a chance to put the birthday candles on it. If you do by some miracle manage to get the candles on before the impatient piggy glutton gets to the cake that will pause but not stop the taking a piece action. That paused action to take a piece behind the candles being there does something weird to the ability for toddlers to go blow out the candles in any form, or for the adults to help them blow out candles successfully. They pick up the kid and then put them back down as there is that "pick up serving" action is there from the glutton and it cancels out the blow out candles action.
Once in a rare while children and teens (regardless of their traits) will also try to grab a piece before you get the candles on and the same thing will happen. Because you know, kids do that. The action to help the toddler blow out the candles gets stuck behind the taking of a serving action.
The only way I have found to get around this is to watch sims with the glutton trait like a hawk. If they are in the active household as the kid who's birthday it is you can reset the glutton a few times while the cake is baking and as soon as the cake comes out so you can switch to whoever baked the cake or whoever is nearby to put candles on fast before the glutton resumes the action again. If they are a guest have another sim talk to them and keep them distracted long enough to get the candles on first (flirting helps 😉 ) or better yet just make a ridiculous number of extra cakes (3-10 cakes) first and place some on the other side of the house to lure the gluttons away from whatever cake you chose to be "THE Official Aging Up Birthday Cake". Usually this should be the last cake out of the multiple you make. The gluttons will follow the first batch and pig away while you can get the candles on "THE" cake and successfully age up your toddler.

I have tried all the households I added toddlers to (total of three) and they all do the same thing.
nope, no gluttons and no one took a piece of the cake before I put candles on it. All of that worked out okay, I made sure none of my sims were hungry when I made the cake as I have encountered those thieves before XD But thank you for the advice!
