Unable to adopt pet

Hi so i just bought the pack and i tried to adopt a dog. After clicking the option the adoption agent showed up came in and put the crate on the ground, but nothing came out. I tried to cancel the adoption and when i did the sim left the house and immediately turned around and came back in. After this three more crates showed up outside, and he keeps putting down more every few minutes. Please help
