Unable to click on lots in worlds, P.C.

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.58.69.1010
What expansions, game packs, and stuff packs do you have installed? All except Deluxe and University
Steps: How can we find the bug ourselves? Go to Courtyard Lane, Willow Creek as well as the other worlds
What happens when the bug occurs? In almost all worlds, I am unable to click on 1-2 lots. I can't build or move a family there. Example, Courtyard Lane, Willow Creek, the two lots I can't do anything with (nor do they highlight when I drag the mouse over them) are Pique Hearth and Rindle Rose. Bedrock Strait, Oasis Springs the lot I can't do anything with Slipshod Mesquite, and Agave Adobe. This happens with others through out the other worlds as well.
What do you expect to see? For all lots to highlight and for me to be able to build or move sims into all lots.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I was using a mod to help with story progression. I wanted to start a new game, clear out all the houses and build my own but certain lots I cannot click on. I got rid of the mods. This did not work so I made sure the game was updated, and repaired and this still did not work. What else can I do to fix it? I haven't been able to click on them for a few months now, so I figured it was just the mod and that taking the mod away would work, but alas, it did not.

    My apologies for the long delay. I didn't recieve any notification of a response. 
    I have tried a complete new game, no mods. Was unable to click on the lots. 
    I have tried with mods, new game, and still unable. 
    I did, however, manage to click on all lots once, saved, closed out, went back in and am unable to click on them again. This ony happened one time. How do I find out if it was a corrupt save and if it was, how do I fix that?

    If it's on a fresh save as well, then it doesn't sound like it's the save game that's the issue

    Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199

    You won't loose anything. Just make sure to not delete any files  and make a backup.

    After renaming, repair your game by right clicking on the game in Origin.

    Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.

    • Options.ini (or just re-set all your settings manually)
    • Tray Folder
    • Screenshots/Videos/Custom music
    • Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
    • Custom content like clothing, hair, skins, make up ....
    • Mods (one by one, making sure they all still work)

    The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

    I followed the instructions. It Didn't work the first time opening (new game), worked the second, third a fourth (a second new game) and now is not working on the second new game. I haven't added any folders or mods back on yet.
    Is there something else I can do? At this point, if I have to uninstall and reinstall to get it to work, I will. I just want to make sure it'll fix it and it won't happen anymore.

    @AmittyWood I really don't know if reinstalling would fix this. Sounds weird. Especially since it works at first and then it doesn't.

    Is it always the same lots or does it vary ?

    @crinrict Same lots, every time.
    I reset it a second time. I have been playing a game off and on the last couple of days, saving but never closing out. I am off on Moday and I will close out and go back in a see if it does it again.
    It seems to always be on the upper right hand side of each world, with the exception of the world that has just stores. I have yet to check Glimmerbrook. I have since bought the University expansion and on Monday I will check each world, and let you know which lots I cannot click on.
    I again apologize about the delay in responses. I have been pretty busy. Thank you again for your time. 🙂

    @AmittyWood Do you just have issues on the world map ? Have you tried if it expands to a loaded lot ? Maybe it's an issue with an overlay in the upper right corner causing issues.

    So it could affect CAS, Build Mode and Live mode as well in those areas.

     It only happens while in a world. If the mouse hovered over the lots, it wouldn't give me any info, such as who lives there or how much to buy. But, knock on wood, the last two days it seems to be working again. When I was going from world to world to gather all of the lots that weren't available, about the 5th world in, I could click on everything again, and it was like that when I logged back in this morning.
    These are the problem places :Rindle Rose, Agave Adobe, Pique Hearth, Old Quarter I, Waterlock Redoubt and Sandy Run.

    I take that back. On the first screen once opening up to load or play a new game, I cannot choose the option to load a new game, either.
