Unable to progress in the Doctor Career

I've been dealing with this issue since I started playing Get to Work a little over a week ago, but have seen the same issue reported before with no solution.

My Sim is able to do some of the career related actions. Starting at Rank 1 he was unable to deliver food. This is not an issue at rank 1, but at rank 2 its a requirement to treat patients to be able to be promoted. Able to take temp, check eyes, ears, transfer case, but unable to give medicine, give shots, etc. I used a cheat to promote myself to rank 3 and still, unable to treat patients.

I have done all the diagnostics available to my sim, my sim has done xrays, taken swabs, analysed them, even put the results in the computer when it doesn't fail, transferred cases, watched blue hearts become red hearts, and still cannot treat anyone. I'm now at the point where all the sims can no longer be diagnosed further because they've been in my hospital repeatedly now without receiving treatment.

I even removed all my script mods for unrelated gameplay and it still won't work.
