I'm still not quite sure why you are getting this error.
My thinking is that somewhere between where the information about your graphics card is stored and the game accessing this information, something has gone wrong meaning your graphics card is not being correctly recognised.
Have you tried uninstalling then reinstalling your drivers at all? Perhaps the driver has become corrupt? Or you could try a driver from a few months earlier than the one you have currently?
Also, you might want to try repairing the game (just left-click the game and then 'Repair Game'). If your desperate, you could try a factory reset of The Sims 4, or even reinstalling the game completely (sorry if I've suggested anything you've already tried...)
