Are you using any mods or custom content in your game ?
If so, try removing it to see if it starts again.

I'm getting that error too. I tried generating a new set of user files, and then it threw me a different initialization error.
So, back to Sims 3. I cbb and there doesn't seem to be an real answer to this issue.
