Unable to start: Initialization error at startup

Recently, I'm not able to open my Sims game. The pop-up says this code: 135dec40:90f690cf
I know this code means there's something wrong with the language settings and I did have a problem with that. The text wasn't showing up, instead of it were blank bubbles and codes. The problem was probably the lack of string files, which I now have. Even though I have them now, and the problem would be fixed, now my game doesn't open. People say it's an antivirus issue, but I uninstalled the antivirus I had, but the problem still occurs. I have repeatedly repaired the game, but it still doesn't work. I uninstalled it and installed it again, still didn't work. I deleted all my mods and saves, still nothing. I'm not sure what to do at this point and I really want to play the game. Anyone had that problem and fixed it? How do I do it?
