@itz_Noel16 Start with a couple of basic checks of your Windows system files. Here's how to run them:
- Hit Windows key-X
- Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” whichever option is offered
- Inside the window that appears, copy and paste “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes into the window, and enter
- The system will start validating soon. If it throws an error, please list it here
- After it reaches 100%, hit Windows key-X again
- Again, choose “PowerShell (Administrator)” or “Command prompt (Administrator)”
- Inside the window, copy and paste “sfc /scannow” without quotes into the window, and enter
- Post the message you receive here
Please also make sure .NET 3.5 and 4.8 are both installed. Hit Windows key-R and enter "appwiz.cpl" without quotes. In the File Explorer window that opens, click "Turn Windows features on or off," and you'll see this:
Make sure both .NET entries (in the first red box at the top) look like this, minus the fact that 4.7 is now 4.8.
Please also check which VC++ runtimes you have installed. Hit Windows key-i, select Apps, scroll down to the Microsoft Visual C++ Redistributables, take a screenshot of the whole list, and attach it to a post.
Somehow I am just now seeing your response...and still dealing with this issue. I gave up for a few months, lol.

@itz_Noel16 That's what you see when DISM is about to run. It takes a few minutes to complete, or longer if you have a slower hard drive. Please let it run to completion, and then sfc as well if DISM runs without errors, and let me know what sfc says.
Please also run a dxdiag and attach it to a post.
