    You are right, neither your GPU nor your CPU are overheating, but there is still thermal throttling.

    The Sensor mentioned (PROCHOT EXT) means that something different then CPU or GPU is overheating or is at least signalling a overheating problem.
    That part might be the super input/output circuit or Embedded Controller, but it is not possible to say with certainty which component it is.

    Some possibility:
    Is this the Original charger of the Laptop?

    Defect vrms or circuits.

    I am afraid this is a case for a professional repair service or the manufacturer of the Laptop.

I am so sorry for the late reply! After I didn't receive a response I just kind of gave up lol. But yes, from my knowledge this is the original charger as I rented to owned the laptop.. I now fully own it and I got it brand new. You may be right because I cracked my screen and when I went to get it fixed I asked him about my charger port because when I plug my laptop in, it doesn't start charging right away like there's a short in the charger port on my laptop it self. He told me it was loose and I've been meaning to bring it back. Hopefully that is the problem. Thank you so much.
