Smowkii Please test a new save with no mods or custom content present. Use Maxis decals, since you know they're affected at times, and let me know what happens.
If you see the same issues, and you have any files in ConfigOverride, please remove them and test again.
If that doesn't help either, set your graphics options to Ultra, with laptop mode and post processing disabled. (You'll need to restart the game after changing the settings.) Even if your computer doesn't run the game well on these settings, it won't do any harm to load a new save and look around a bit.
