@LOGSTER9999 Does this happen on all lots or just some? Does it persist if you save the build to your library, bulldoze the lot, and place the build again; or if you place this build on a different lot?
Please also run a dxdiag and attach it to you reply, for reference.

So after some testing, I think it's just an issue with dx11 because all the graphical issues go away once I turn it back to dx9.

@LOGSTER9999 That still shouldn't happen. If you use custom content, the creators might need to update some of your items for DX11, or Sims4Studio's batch fix tool might be able to address the issue. EA-made items shouldn't have this kind of problem though, and if they do, I'd still like to see a dxdiag in case this is a graphics driver issue or something else going on with your system.

Sorry for not replying in forever. I kinda just gave up and used dx9 as a solution. But I've come back and tried it again after more new patches, and I'm still getting the same glitches. After more testing, it looks like switching between exclusive fullscreen and borderless fullscreen fixes most of the graphical issues, but then alt-tabbing in and out messes it up again. I've attached a dxdiag, but I'm not sure if that would be an issue because I know my GPU supports dx11 and 12, and I also update my graphics drivers regularly. I tried saving the lot to my gallery and bulldozing it to put it back, but that didn't work either. It does seem only to be an issue with that lot, though, because none of my other lots have the graphical issue. I also don't think it's an issue with CC because I've tried disabling all CC, and the glitches still happen.
