@EeveeTinn  While testing, please always have your laptop plugged in and charging, to avoid any power-saving features interfering with game performance.  Please try disabling Game Mode and Game Bar, both under Windows Settings > Gaming.

If that doesn't help, you can experiment with the in-game settings.  Toggle between windowed and fullscreen modes, and turn vertical sync on and off in fullscreen.  Please test each mode that you haven't already, first changing the setting and then restarting the game—sometimes a restart is necessary to see the full effects.  Please also double-check that the in-game resolution is set to 1920x1080 while in fullscreen mode.

If none of these settings makes a difference, please lower your laptop screen's refresh rate to the highest setting below its current 144 Hz.  That might be 120 or 100, or perhaps even lower, but it doesn't matter; the point is to run at below 144 Hz.  The option is under Settings > System > Display > Advanced.  Keep the current 1920x1080 resolution though.  Restart your computer and repeat the above tests.

While testing, please remove the Mods folder from your Sims 4 folder if you've added back your mods.  This is always best practice while troubleshooting, and in this case, it will also save you some time waiting for the game to load.  You don't need to save your progress.
