@mittens02132 Intel and AMD each have their own naming conventions, and their processors each have their own strengths and weaknesses. So it's easiest to first compare CPUs from the same manufacturer and go from there. In general:
Intel: Celeron < Pentium < i3 < i5 < i7
AMD: various A-series < Ryzen 3 < Ryzen 5 < Ryzen 7
However, it's not a perfect comparison for various reasons. Processors keep getting more powerful, so a newer low-end CPU might be stronger than an older mid-range one. A desktop i5 is more powerful than most laptop i7 models, and not all i5 models (for example) are created equal.
There is a lot of info about processors and their capabilities, but very little of it is relevant to you. The most important factor in determining how well a given computer will run Sims 4 is the graphics card, of course provided the other components are adequate. In your price range, you're looking at getting a graphics chip that's integrated into the processor. So it's best to choose the processor with the fastest graphics chip.
Luckily, this is fairly straightforward. The Intel CPUs that come in the laptops in your price range have at best an Intel UHD 620 graphics chip. The AMD Ryzen 5 2500U and 3500U have a Vega 8 graphics chip. The Vega 8 is almost 90% faster in gaming than the UHD 620, although it does vary somewhat by game. The gap in Sims 4, at least the base game, is smaller than 90%, but the gap is still significant enough to make this an easy call.
@puzzlezaddict Sorry for the late reply. I waited to see if the laptop went back into stock however it still has not. However, I have found another laptop however it is somewhat different. I don't know if this is a better version of the one i previously sent however, it is on clearance and is cheaper.

@mittens02132 This most recent laptop should run Sims 4 on medium, or maybe low-medium, graphics settings. It's better than the ones you linked before, other than possibly the first one—the link doesn't work anymore, and I can't remember its exact specs. This laptop's graphics chip still isn't as fast as the chip in the ones I linked. But if you're comfortable playing on lower settings, it should still be okay.

@mittens02132 I think this one, the one you just linked now, is the better option. They're essentially the same laptop except for the processor and its integrated graphics chip. But the graphics chip is the most important component for Sims 4, and the one in this laptop's processor is a lot faster than the one in the previous model.
