Why are my sims unable to adopt a baby or child taken by sims social services?

I have noticed that when a sim child or baby is taken away by sims social services in the sims 4, that baby or child does not immediately show up on the computer when another adult or young adult sim...

this used to be an option in sims 3 and it added game play. its really annoying seeing a sim taken away in the family tree and they never age.
