Probably some of these mods were outdated.
Move the mods folder to the desktop
Delete localthumbcache.package file in the game folder. Delete also all folders with the word "cache" in the name.
Fix the game in Origin.
Origin/Library -right-click on TS4 - option "Repair game"
You have to wait until Origin will fix all packs, not only the base game.
Turn on the game to create a new, empty mods folder. Check if a game is working now properly
If it is fixed, copy from desktop your mods and CC and paste it in the new mods folder. First, paste script mods every time checking if the game is working properly. Do the same with CC but if you have a lot of this, try the 50/50 method ( divide your CC into smaller batches for example 50 pieces in one subfolder and check these subfolders one by one)
I don't work for EA @kreatora i only have KS - Slice of Life mod (4.1), McCmdCenter_allmodules_7_0_0 i dont know if they are outdated

Looks that you have new updated version of these mods.
But despite it costs you nothing to follow my advice. If you do not want to remove mods, delete these files and folders mentioned above and be sure to fix the game on Origin. It looks like something has interrupted the update of the game and it has not been finished. Repairing the game should help.
You can also go to Origin / My Game Library - right-click on TS4 and select "Check for updates" - @kreatora what did you mean by ''Turn on the game to create a new, empty mods folder.'' how do i do that?

Any file deleted from the game folder will be created by the game once again after starting the game. Everyone except those that you created yourself - that is, files in the "saves" folder and files in the Tray folder - your library. So if you remove mods folder the game will create a new one, of course, empty mods folder. - @kreatora i think i did the steps right but it still does the same thing, I'm so confused on what do to now.

Have you tried to fix the game and checked for updates?
If I understand your problem correctly, you can't start the game because you have a message saying that the game is being updated or that the game needs to be updated.
If fixing the game doesn't help, copy your saves folder and Tray folder and keep these copies on your desktop or in any folder you can create. Then reinstall the game. This should not touch your saves and library but sometimes it can be uninstalled. That's why you need these copies of folders.
After reinstalling launch the game and check if your old saves are working.
