Why can't I install custom content for the sims 4 on my pc

I can't install custom content on my computer for sims 4.

The package files ? You don't need to open them. Just copy into your mods folder. If they are rar files you need to donload 7zip or winrar.

I get windows can't open the file and to use web service or chose A program to open it with.

I download custom content but when I open my game I can't really see all the stuff that I download why can somebody help me please
