I get that I have a screen capture thing on my computer but is there any other way to get the cheat console thing?
No, this is the only way t open the cheat console. You have to check your screenshot program if you can change the keys for that, or else close it down when playing the Sims.

Well, I don't really know. I don't have a screen capture program, and it's hard to me to know what programs you have installed. 😉
I'd say, open your task manager and check which programs you have running. If some program is interfering right now it should have a process there. 🙂
