Do you have any Mods or CC? If so move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.
I moved Mods to desktop and deleted localthumbcache. I started the game and it still didn't work. I also tried it where I moved the Mods back to the sims 4 folder, and deleted localthumbcache.package, but it still didn't work.The localthumbcache.package just reappears every time my game starts up. Also, I don't think the Mods are the problem, since the problem is still there when I move them out of the sims 4 folder. Any other ideas?

Sorry for the late reply. This also didn't work. So, I made the backup folder and tested the game by making a new world and it worked, the kids did go to school. But then when I moved the files from Tray and everything in my Mods folder from the backup folder to the new Sims 4 folder and started the game, my previous games were not there, only the world I used to test if the children would go to school. I deleted the backup folder, and tested it with just the sims 4 new folder that had everything from Tray in it, for some reason none of my previous worlds showed up again. So I moved the other back up I made into the Electronic Arts folder and started the game, my previous games were there but the kids still did not go to school. This info might not help you, but if I did anything wrong let me know. Also please let me know if there is anything else I should try, thank you!
