For example, the bids on these will almost certainly rise by a significant extent, but considering that these might cost 800-900€ new and directly from the manufacturer, the cost of similar used models should be just within your price range.

There are far too many options to list, but you can use this filter to search for laptops with a new-enough graphics card. Any laptop with one of these GPUs (GTX 1650 or 1660 ti, RTX 2060 or 3050) will run Sims 4, all current packs included, at ultra graphics settings, with the xx60 models being overkill for the game. Any laptop with one of these graphics cards will have enough RAM and storage for Sims 4 and a processor that's more than capable of keeping up with the GPU.

Just make sure to read the product description to make sure the computer does in fact have the graphics card listed. I'm seeing a few Chromebooks and other low-end models that aren't getting filtered out.
If you'd like something new, these laptops have the same processor and graphics chip, one that should be able to run all current Sims 4 packs on medium-high to high graphics settings. The last two have twice the storage of the first one, but even 256 GB is enough for Sims 4 and all its content. (The first and second are identical other than the storage.) If you need more storage for other reasons though, a 500 GB model would be better.
