Will this laptop run sims 4??

@NITROODT £300 isn't a lot, but you can still do better than the laptop you've linked. At best, you could run all current packs together on low-medium or medium settings, which is usually fine if not ideal.
The best option I found on the half-dozen sites I checked is this one. It has a processor and graphics chip capable of running Sims 4 on low-medium to medium graphics settings, and it has 8 GB RAM and 256 GB storage, both of which are enough for Sims 4. It's refurbished but comes with a one year warranty. It's currently £280.
This one is refurbished as well and is £300. It has the same hardware as the one above except that it has twice the storage. That won't improve performace, but it might be nice to have if you plan to store more data than only Sims 4 on the laptop.
The other decent option is an older model that should still handle low-medium or medium settings. The laptop itself is new; it's just cheaper (£240) because the hardware was first released a few years ago.
In terms of new options, aside from the one above, you'd be looking at a laptop with 4 GB RAM, which will affect how Sims 4 runs to some degree. How much depends on the packs you install and in-game factors like how many sims are in your active household, but 4 GB memory isn't really enough for the game and Windows. Still, if you don't like the above options, this one would be okay. Its processor and graphics chip are roughly equivalent to the ones above, and it's £310.
For the laptops that come with Windows in S mode, you'd need to "upgrade" to the Home version before installing anything, but as jpkarlsen mentioned, that's free and can be done in a few clicks.
