The game will probably run on a laptop with those specs, but it only meets the basic prerequites. It might be not much fun, especially if you want to run many if not all expansion/game/stuff packs available. Also it might run short of rescources in the near future with the release of new packs. Depending on how much money you want to spend I would choose a model with better features in any aspect (better CPU, GPU, more RAM and more storage).

What about the aspire 5?

There are some configurations for an Acer Inspire 5, but in general I would look for specs like this:
- CPU: Intel Core i5-1235U
- GPU: Intel Iris Xe Graphics
- RAM: 16 GB RAM
- Storage: 512 GB SSD
There is an Acer Inspire 5 with those features but you might look in general for a similar configuration regardless of the brand.
Of course in the end it depends on the amount of money you want to spend.
