Won’t Let Me Arrest Suspect

I have all the clues for finding my suspect. I found the only person who matches that description. Everyone I’ve asked around the APB area points to her. Once, I asked a guy who was standing right next to her and he said “isn’t that her right there?” While pointing to the suspect.

But it won’t let me arrest her. It just gives me the option to ask her about the suspect because she’s a detective.

How do I arrest her??
