Not sure why rabbit holes are mentioned when voting open world or not. Sims4 is full of rabbit holes jobs. Babysitter for instance. They could've chosen to open all the jobs in the Sims3. Open world didn't cause them not to open jobs, they just didn't open them. Closed world doesn't mean more Sims, lot traits that tell Sims to show up does. A Sims5 open world could have lot traits telling Sims to show up just as easily. They just never thought of it when they made Sims3.
