Modern computers are a lot better than they were in 2009, so if EA can't make a future Sims game run well with open world, then they're either being lazy or they don't know how to code.
There's no reason why a game made in 2020 or later can't be open world AND open lots.
Also, Sims 3 does have open restaurants, movie theaters, etc. You just have to buy it as separate DLC from the Sims 3 store.
