I would like to retract my answer, we need to have both, there is no reason to have only open world or only open lots in 2020.
TwistedMexi showed in a recent tweet how traveling between lots work in the sims4, the game does not even keep the assets even if you travel to a lot in the same neighborhood, it removes everything and places it back again.
