I'm right now playing a challenge in sims 3 that i think fits it perfectly and would be hard to transfer to sims 4 (not sure about 2 cause i haven't played it enough).
It's the Adam and Eve challenge and it consists on building an empty town, generation after generation. Each heir (and spouse) have to master some skills, careers or degrees in order to build a different building in the empty town.
In sims 3, when there isn't a building in town whatever job or activity that such building hosts is unavailable for sims. For example, until your sims work to build a school, kids and teens can't go to school, so we can't choose their traits when aging. But we will be able to choose those traits when we build the school...
The fun is in improving our sims' lives, by buiding places that will open new posibilities, new job offers, new places to hangout... in no specific order.
In sims 4, because school and jobs happen in non-physical rabbitholes, our sims have all options always available. Imo, this challenge wouldn't make sense and wouldn't be as fun...
Sims 2 works more like Sims 4 with regards to careers.
But you could have rules that state your Sims can't join Law Enforcement until you have a Police Station community lot placed down. Yes, there's nothing in game that prevents the job from showing up in the paper or on the computer, but all challenges are about self control.
Sims 2 does have a challenge that is similar to that that's next to impossible to do in Sims 3 without a ton of mods due to the aging and story progression is the Build a City Challenge. Keep in mind there are a variety of variations and some do have you start with multiple families. The original version has you start off with a single Sim, but does let you bring in and make other Sims over the course of the challenge.
Challenges have to be fairly non-specific or have contributors who play each version to make sure a niche challenge remains equally challenging but keeping the same spirit.
The legacy challenge is non-specific enough that it's easily converted between versions and will be just as easy to convert for Sims 5.
Challenges such as the BACC needs extra work for Sims 3 and Sims 4 as the business system for Sims 3 and Sims 4 is no where near as expansive as Sims 2's is. But Sims 2 had an expansion dedicated to it. Sims 3 was store set. Sims 4 was part of an expansion pack, but not the focus.
