You GPU is a GTX 1060, which is very modern and not fully supported/recognized by The Sims 2, which can only recognize hardware up to 2008.
You can try using a program called Graphic Rule Maker (you can search for it on Google), this utility can help your with compatibility issues with The Sims 2 and modern hardware. Please note that this program is not official, is not made by EA/Maxis and you should use it under your own responsability.

In that case, please try instalaing the DirectX 2010 SDK: https://www.microsoft.com/en-us/download/details.aspx?id=8109
