The pre order exclusive seems to be only for epic games store, but it looks like Early Access will be available on both Epic Games Store and Steam on September 12th.
I'm going to get it on steam, I prefer to have my games on steam, and if this will be supported like cities skylines then this game will most likely have steam workshop support, which means that you can download custom content directly through steam and cities skylines have a very large steam workshop.
