I read that Steam doesn't allow preorders so the only way to preorder is through the Epic store. Once the game is released, you will be able to buy on Steam.
Steam doesn't allow preorders on early access games but steam does allow early access. Most of my steam games are early access. I'm looking forward to LBY and being able to give suggestions during the early access.
