Marriage Proposal Rejected: Sims Complete Collection PC

I have 100 friendship & heart bar. I make my 'hopeful to be' Sim food (rejection: empty stomach), we play Foosball (rejection: do something fun together), then sit on the couch and cuddle (rejection: on my feet since coming over).

I still get a rejected marriage proposal in the end saying they're in a terrible mood.

Even though I "Talk - about Interests" (rejection: we don't communicate enough) and "Cheer them up - Encourage" (rejection: terrible mood?) right before playing Foosball, I still get terrible mood rejection for my marriage proposal. 

What am I missing? I ensure that I left their house (hopeful sim) with 2 green bars before attempting to get them married at the house I'm playing with my main Sim.
