Neighbourhood issues/Missing Characters

I've noticed that for some strange reason in the sims legacy collection, it wont let me switch to any of the other neighbour hoods and that The Hicks, Burbs, Goth SR, Claire Charming and The Mashuga family are missing from the world. Going through the files however the characters are definitely just wont ever spawn in?
