Whoever gave you that link for the web setup for DirectX 9.0c did so wrongfully. It's an obsolete package.

What you need to do is the following:


1. Download the DirectX 9.0c redistributable from June 2010 from Microsoft’s official website.
2. Run directx_Jun2010_redist.exe.
3. Follow the instructions on the screen. This setup will extract the necessary files to the folder of your choosing.
4. Once the setup closes, open the folder to which you extracted the files.
5. Run DXSETUP.exe as administrator and follow the instructions on the screen.
6. Restart your computer.
7. (Optional) Remove the folder with the extracted installation files if you wish to conserve space. This is perfectly harmless, as the files have been installed in the proper system folders.

    This is what I'm supposed to click after the files are extracted onto the computer, right? (see photo). It installs, takes about a minute or two, and then it said that it was ready for use. I restarted my computer, tried playing and it still gave me the DirectX error 😞

    @jadekeeeh_ , have you installed the new Graphics Rule Maker? Running that will fix the DirectX error. You can Google search for Graphics Rule Maker or go to Leefish's forum to find out more about it.
