Restored 25YR old save file to Sims 1...but help?

This is one of my first posts on the forums in so many years! Hey all!

I restored my original Sims 1 save file. It looks like the last time I played it was fall of 2003.  That said, I never got to experience Makin' Magic, the only EP I never got for any Sims game. Everything seems to be working great while I explore all my old households until I get ready to enjoy Making Magic for the first time ever, and low and behold the only issue I have run into is that in neighborhood 1 (UserData1), there are no lots when I go visit Magic Town. The town is there, but there are no lots. 

Of course I can visit magic town in it's full glory in the other neighborhoods (2-8)

I guess I don't get is what Neighborhood 1 has to do with the Magic Town template/world? My only suspicion is it lies within the GameData folder. Maybe I shouldn't have copied all of that and just the where the CC is? EA App did repair game after I swapped the game data folder upon recognizing my favorite Sims "face/hair" skin didn't match the icon in the panel because it was CC in the other folder.

(Sims Wiki incorrectly says only User Data and Downloads need to be backed up and it's not true which I learned my default your CC for build and CAS are in GameData folders)

Any thoughts?
