Sim City 4 Deluxe will not load in English Pack from EA App

Sim City 4 Deluxe will not load in English Pack from EA App. I completely uninstalled EA and Sim City more than once. There is no option from the EA app to choose language when installing. HELP!!!!

I just bought TSM almost 2 weeks ago. It has never been able to launch. It keeps giving me the error "Failed to launch game- an error on our end caused the game to fail. Try again a little later"....
