Anyone can start a website. You can call it whatever you want even if the name is the same, as long as the Domain Name isn't the same which is totally different and costs a few dollars. You could also buy a Domain Name and build a website with that Domain Name. Then you could offer others to upload and download custom content. You might have to decide which game you will feature and or have different sections for the different game but if you want Simblr, you can start a website and call it that. Lots of people have done just that. :) It really isn't that hard and most of the time won't cost anyone anything to have a website. You won't even need a server.
