Sims 1 Legacy Crashing on Laptop

I recently bought Sims 1 Legacy on Steam. I played it on my home desktop and it was fine apart from a few crashes.

I've now downloaded it on my laptop, and as soon as I go into build and buy mode the game freezes up and won't play. My laptop meets the specifications for the game.

I also have a white bar at the top of the screen which won't go away, even when pressing alt+enter. I feel like this is connected but I can't work out how to get rid of it.

Any ideas on what to do would be most appreciated.
