@TheAshkaari , what I did (so that I was sure the game was always pulling the correct information) was place the edited copy of my Graphics Rule.sgr file in all the EPs/SPs folders in the game files to make sure that everything ran correctly. I had the flickering screen problem too for a while and when I placed the edited file in everything it cleared up for me.

Try this first to see if it clears up the problem. Please let me know if it works.
